## Bootstrap checks (new in v0.1.1)

[ ] Bootstrap self-check completed and recorded before INSTALLED was reported
[ ] Module version and source stated
[ ] Capability classification recorded for each material capability
[ ] Permissions granted are known and recorded
[ ] Override/disable availability via host controls stated (or marked UNVERIFIED)
[ ] Module provenance stated: source, version, integrity check result
[ ] "Ambiguity is not authorization" acknowledged for consequential actions
[ ] Override without stated reason: reason asked for and recorded (or user decline recorded); layer did not veto

## Host checks

[ ] Portable instructions are present
[ ] Policy is active
[ ] Requested permissions are known
[ ] Actual capabilities are identified
[ ] OBSERVABLE capabilities are distinguished from UNAVAILABLE and UNVERIFIED capabilities
[ ] Human authorization remains required
[ ] No privilege escalation occurred
[ ] No host security mechanism was bypassed

## Functional checks

Ask the host AI:

1. What Safe & Sane module version is active?
2. Which capabilities are OBSERVABLE?
3. Which capabilities are CONTROLLABLE?
4. Which capabilities are UNAVAILABLE?
5. Which capabilities are UNVERIFIED?
6. What permissions were granted?
7. Can the user disable or override the safety layer using supported host controls?

## Possible final states

INSTALLED
The module is present, verified and operating within declared capabilities.

PARTIALLY_INSTALLED
The module is present but one or more capabilities could not be verified or are unavailable.

DEGRADED
The module is present but operating below expected capability due to host environment limitations.

BLOCKED
Installation was attempted but blocked by the host environment.

FAILED
Installation failed. The module is not operating.

ROLLED_BACK
A previous installation was removed or reverted.

NOT_VERIFIED
Installation status has not been verified. This is the default state before verification.

## Important

Never display VERIFIED or INSTALLED merely because a download occurred.

Installation status must be verified in the receiving AI environment.

The Safe & Sane bootstrap endpoint cannot verify installation in a third-party AI environment on your behalf.
